Major cities in the “Ruhr” metropolitan area in Germany agreed to coordinate their spatial planning and to develop a joint regional land utilization plan Ruhr (RFNP) as a novel approach. This planning policy was subject to Strategic Environmental Assessment (SEA). The State Institute of Public Health (LIGA.NRW) was asked to act as an “Institution responsible for public concerns” and to support the coverage of health aspects. Therefore, we provided a Rapid HIA, referring to a range of substantive and procedural issues. For example, the spatial plan was seen as an occasion to significantly increase opportunities for physical activity, and to promote social inclusion. In reacting to the Rapid HIA, planning officials acknowledged several of the issues raised. Such spatial planning processes involve large numbers of institutions and considerable numbers of statements and suggestions. LIGA.NRW concluded by identifying the need to strengthen the position of the health sector, and to streamline health-related contributions.
