Abstract
It is shown that the HERA experimental data on deep inelastic scattering at low values of the scaling variable x less than or equal to 0.05 are in good agreement with predictions from Generalized Vector Dominance in the full kinematic range from Q(2) = 0 (photoproduction) to Q(2) similar or equal to 350 GeV.
